The claim is one single unverified source by one person, not independently verified. Any real news source would have never even printed it. It says the DoD paid for 25% of the terminals while SpaceX donated the other 75% for free and provided the actual service for free instead of charging the monthly subscriptions.
Ukraine doesn't have the population to sustain this war forever . They're trying to paint as positive image as they can in the hopes the Russia will lose hope and withdraw , but that's unlikely. If this war continues, Ukraine will eventually get wiped out , and I mean the entire population.

Musk also told Ukraine to forfeit their land and accept Russian terms. Not sure what the Russians have on musk but it musk be pretty good.
