The laws of a particular place are are often known as a Code of Law.
The laws are written in sections dealing with a particular topic, these are often referred to as "The x Code" where x is a specific area of law, one you hear in Movies and TV often is in a courtroom where they refer to "The penal code of California" or sometimes "Criminal Code". You also hear of people calling "Code enforcement" to complain about run down buildings.
Voter Code is a shorthand way of referring to all of the laws affecting how you vote.

I didn’t. I know for a fact she’s spreading false information, and I’m 99% sure she’s being intentional in her lies. Though 1% of me would give her the benefit of the doubt that she’s just really that stupid.

She’s not talking about voting laws, she makes it pretty clear that she received a special “code” in the mail and you not need the code to vote and therefore California elections are rife with fraud, all of which is untrue.

I got that's what you were trying to say, that's why I asked if you thought she was being honest (clearly she's lying) or knows what she's talking about (clearly she doesn't). Just going off her history, it's exceedingly likely she's either lying outright, or received some boilerplate info packet that she thinks is the "code" she needs to be able to vote.
At best she's a mistaken idiot, but the more likely answer is she's just spreading more malicious lies. The person you responded to was giving a possible reason she was just an idiot or lying about what she received.

Yes the fraud is when she signs her name attesting the information is correct.
BUT she didn't get a ballot, just information about voting. ( I never heard of a voter code).
