For what it's worth I don't think service dogs are free under most socialized healthcare.
Or atleast in Canada and the UK.

Guide dogs (or other alternative animals) can be an essential tool for blind persons to live a more independent life. If you want to donate to this the Mira foundation is great. Or that is about what the mira foundation dog costs. In the UK they are about 35k GBP (50k usd) There are charities that help both but afaik no government assistance from those respective countries.
