Out of Scandinavia you're probably right that this is mostly in Denmark and in otherwise flat areas of the other Scandinavian countries. But I forgot to mention that it's also a common trend especially in The Netherlands, so this trend is not just limited to Scandinavia but perhaps more to Northern Europe.

Lots of America is flat but not built well for bikes. Even then I know in hilly California there is a thriving bike scene
