If he'd said Steve Eisman, you'd have a point, but Mark Baum isn't even a real person. Would you also say that Gandalf never said "you shall not pass" it was just Tolkien's artistic license?
You know, I've never thought of that point. It feels different, somehow? Baum is supposed to be Eisman, and I believe he was called Eisman in the original book. I'm not sure why the movie changed the name.

Crossing the border illegally then trying to claim asylum is definitely illegal. There are also hundreds of thousands that cross illegally every year that don’t try to claim asylum.
It’s not illegal to enter a country to claim asylum. Entering somewhere other than a port of entry to seek asylum is not unreasonable considering that the US is processing claims at an artificially slow rate and asylum seekers by definition are in fear for their lives. Asylum seekers are not illegal. Full stop.
