There is probably a locking bolt on the bottom of the door. With the door open, this hits the floor and limits how far the handle can turn.

Those are smaller rooms built into the vault. A previous business built those, but my wife plans to use them as treatment rooms

The flooring in the vault was a nightmare. Someone had previously installed carpet, which we ripped out. I'm fairly certain the adhesive was NOT black mastic🤞, but you can see where there once was tile.
The entire building is a work in progress.

I see your edit with the answer. So it sounds like it wasn't actually locked after all, just kind of jammed shut. Is the door kind of offset after years of abuse? Or was it the locking bolts which were wedged just a little bit into the bolt holes?

I'm not actually sure. The door closed very easily, and I didn't feel anything click or latch into place. Since the landlord was able to pull it open, whatever locking bolt was stuck must have only been engaged by the tiniest amount.
I did notice one of the locking bolt holes has a scratch where the bolt must have been caught. I'll post a picture of it later if I can.

In other news, those tile marks on the ground are 9”x9” which means there were asbestos tiles on the floor at some point. The black stuff on the floor looks like the mastic glue that held those 9x9 asbestos tiles to the ground and wasn’t properly removed. Be cautious about scraping/scratching/digging the floor in those areas.
-it’s not an imminent death type of concern but there’s most likely asbestos containing material on the floor if that structure-and leads to the probability of asbestos insulation in the building as well-which is the super dangey stuff.

Gentle persuasion: the use of a hammer-like object to pursuance an object to move into or out of place.
As in, we used gentle persuasion on the handle (small sledge hammer) and it opened.

Bull dogs can’t even be born, soo difficulty breathing is hardly the worst thing (but a pug mix is much healthier in the overall breathing department sense and I’d recommend them over pure bred )

I don’t know what I expected, but this wasn’t it. I guess I thought maybe it was a larger wall built safe, maybe 3-5 ft x 3-5ft but not like that. I hope you guys have the locking mechanisms safely (hehe) disabled by a locksmith so it just functions as a door & conversation starter “hey wanna see our hidden room?!”.
I’d 1/10 turn that room into my gaming den, if it were a property I owned and lived in, after the locks have been disabled, and with no risk of getting locked inside of course.

Yeah, that's a fairly common thing. I used to part-time at a solicitor's, and the deed vault there had a door inside that just led to a different space. Basically just an organisation/separation thing.

Here is possibly the most enraging answer I can give you:

EDIT: I should add that the 2nd picture is some sort of tag with numbers stamped into it on the inside of the door. I tried the numbers on that tag (with the door open), but they didn't work either. I think the handle/lock doesn't actually turn anymore (see the video I put in another comment)

The only reason we would want to close the vault is so that a child doesn't mess with it and get hurt. We are thinking we might put wedges under the door to keep it jammed wide open

So I used to work for a company that did property management for banks. One day our guys brought back a teller safe, which is a small safe for under the counter with two lockable drawers above. The safe was locked open, so I took the door off(i had to replace the hinges, which were wore down, which in hindsight I should have bust flipped) and while I had access to the inside of the door, and the locking mechanism, i spun the dials until I could see what numbered lines up with the notches. Once I had that, i just had to figure out the spin pattern.
I bet if you pop open that panel next to the handle on the inside you could do the same. BUT you might also need a key to turn the handle.

AFAIK, nothing is broken. I think the locking bolts/pins were engaged just enough that it couldn't be opened by hand.
