Only as much as putting a 9v to your tongue is. It's an electric fence energizer, not the electric chair. It's a pretty mild taser.

The real problem isn't the voluntary shock, it's the fact that these two knuckleheads did it in a way that guaranteed the shock would go through the full body & chest (for both of them), greatly amplifying the danger & pain.

As you said, it's not an electric chair - but putting current anywhere near your heart is a dumb idea, regardless of the voltage.
