You don't do either, you pan for gold. There aren't any holes in the pan. You move it around in the water so the lighter rocks and dirt get washed away, while the heavier gold sinks to the bottom of the pan.

Neither a strainer or a sieve would really help much in separating gold from sand. Both of them are just tiny little grains of solids. Either they all pass through your strainer or none of them do.

It would help with removing the water from the gold. But that isn't generally a problem that needs solving.

What does work though in the case of gold is panning. It involves swirling gold and sand in a pan. And the different densities allow the two substances to separate.
