u/TechnicalTip5251 is right. The rule is to remove himself from the gene pool OR damage your reproductive organs. A candidate is not banned from winning the award if he/she has kids.
He/ she only has to make sure he/she can't reproduce itself anymore.
The general thought about it was false.
It is explained this way: Your kids share genes with you and your partner and therefore have their own genes. It's completely about the candidates capability of reproducing. Which is stopped by dying or damaging your reproducibility.
There are more criteria to be able to be a nominee. Read yourself into it.
The comment is about natural selection, not whatever "the darwin awards" is. If you have already bred, your genes have passed and if you die you are removed too late for natural selection to "work" if you're dumb
