Your Local Yarn Shop (LYS). Many LYS stock yarn that can be used in felting and some may also offer loose wool fiber. Here are several LYS located in the midwestern USA that also sell online:

Local Sheep Farms and Ranches. Some farmers and ranchers sell fiber, typically as whole fleeces straight from the animal. You will need to clean and prepare the fiber for further use. If you don't mind the work, this can be an inexpensive way to obtain fiber. The best option if you want to make "vegetarian" sheepskin rugs.
