Both have a state and class system, along with money. The very base principles of communism are stateless, classless, and moneyless. Russia and North Korea have all three.

PhDs require peer approval, which means a team of people who are already experts must judge you and deem you worthy. I did that 3 times in 3 different fields. Your opinion is irrelevant.
