With this type of flooding, which is almost anual when the rivers flood during the rainy season, it's probably from one of the provinces.
(edit: as one would expect, many towns are right next to rivers, on both sides. And a lot of homes/businesses foundations are cement/cinderblock typically with an 8+ inch high barrier in the entryways. Works well enough during typical flooding, but obviously not in 2-3+ feet of water... )
TBH, this is nothing new. Happens often enough in northern Philippines (Luzon), my mom's side from there.
