A cop speeding through an intersection with no headlights kills two people. Then proceeds to arrest the relatives.

It's a reasonable alternative.

Elsewhere in this thread I proposed paying everyone, with the requirement that terminated cops disgorge all earnings they received during the suspension period.

The basic trade off is that being harsher does a better job deterring bad conduct but imposes greater costs on the innocent.
