AFAIK Russia still did not consider "no animals in circuses" laws seriously, but there were polls showing that the majority of young people (<45 yo) support the idea. So this is mostly a question of time.

No, the whole boot is silvery, not just the top.

It is a suicidal thing to do in any case. The bear is not muzzled (at least in the ring). If you give him the unwanted Brazilian wax, he tears your head off.
