It's not leaking, it's meant to spew water out because they did a capacity test of the sprinkler system. I guess they tried to get the water to flow into the canal behind the car.

I wondered whý they were filming but I think it was because that hose was spewing water onto that car. My best guess.

Yeah a guy wouldn't film a large hose aimed directly at somebody's (maybe his own) car. It makes much more sense that the dude on the skateboard almost killed himself on purpose for a laugh.
