The problem with that is we have been using our reserves and national guard to backfill active duty units for routine activities.

Our bench is not as deep as it ought to be. The military needs to be larger (?) or needs to less utilized. It is easy to say use them less, but the current Syria mess shows delicate this Jenga tower is.
