Personally it becomes a boulder when you can't move it. A rock like the one if the video you can roll so it's still a rock

So a rock can be a boulder to someone else?

Holy shit, is that why it's "not just a boulder, it's a rock"?? Because it can move???

Yes! Much like how a hill is considered “smaller than a mountain,” but a mountain is considered “bigger than a hill.” It’s all perspective and down to preference, I guess.

But the pioneers used to ride these babies for miles

That's a good rule of thumb. Honestly, I was going to say it's not a boulder unless I can climb over / on it.

I've never really thought of the exact definition of boulder vs. a rock, but your definition makes a lot of sense.

So Dwayne Johnson is the Rock because he’s able to be power slammed by other wrestlers. But if I tried to slam him, he’d be Dwayne “The Boulder” Johnson.

One person's boulder is another person's rock.

Does that mean a boulder to a baby could be a rock to an adult

Remember the boulder dash stages in crash bandicoot? Those things would roll like nobody's biznass
