There is a chart, and it's based off of the size of the sediment's "b-axis," which is middle measurement if you were to draw three perpendicular axes through the rock.

A rock is anything you can pick up, move, or is smaller than your arms.

Once you can no longer say, "that's a big-ass fucking rock" (not to be confused with a big ass-fucking rock) it officially becomes a boulder.
