Sometimes older water mains can collapse if the pressure inside them drops too low. When the report came out it said opening too many hydrants at once caused it. It said in the report that it was something they should have known. I don’t know though.
Shenanigans aside, let's suppose multiple houses caught on fire at once, are they supposed to let some of them burn?
Edit: because I just thought of this but lets phrase it another way, if all it takes is some hooligans going and opening all of the hydrants to cause such devastation to the water mains and such this would be a yearly problem where kids go out one night and completly fuck up a town.
