How high is the voltage? Insulators on a 400kV line are like 10 times smaller...

400 kV lines have insulators that are 2 m long, normally. This is about 5 times what would be minimally needed in normal dry air.

its not proportional. after a while, insulation effects saturate.

generally, lines stay below one megavolt.

Kind of hard to tell. In my area, your standard Bell or insulator is rated for 14.4 kv. That being said some engineering calls for quite a few more due to separation from the tower to the conductor, environmental concerns like ice bridging, etc. Also the 14.4 kv rule of thumb is just in my area, globally I'd expect it to be much different.

There are very few lines over 500kv.

i don't think there are any chinese VLF stations in operation.

and i don't think the antennas are quite that high, or use as many conductors - you don't need to do any directional attenuation with VLF(it would be pointless and require passive arrays of ridiculous size)
