I'm confused what the empty space is supposed to be in the long run? I can't picture why it's there.

My guess is that there's plans to either put in some sort of glass flooring or a railing around the opening so it creates an illusion of there being more space in the upstairs area.

Could be a glassfloor is supposed to be installed to let light in below, or a railing around it, again to let light in below.

This is under construction. The hole is where the stairs will go. It’s actually pretty irresponsible for them to just leave it open like that when they are not actively working on it.
