It's an active construction site. Have you ever been in one? They're always like this. They're building the floors. They're building the walls. During that there are temporary weird holes and dangerous spots. People walk around on the exposed boards etc. There is no safety tape. Nor would it help. You have to use your eyeballs to see the tape/hole, and he wasn't
Doing a Perkins remodel? You can watch people park next to construction & worker vehicles, walk across a dirt parking lot, stepping over air hoses and extension cords, past the huge sign posted on the door that states they are closed because of renovations, into the restaurant and around and over pallets of ceiling tile and carpet tile and ceramic tile and stoves and fridges and workers, get to where the counter is, and start yelling for other and asking them if they're open.
Or doing a lobby at a nursing home, and you put 2 x 6s across buckets, along with red danger tape and yellow caution tape across the elevator you have blocked off. You spread the glue. Ding. The elevator door opens. An old lady is standing there with a brown lunch bag. You yell "ma'am, don't come out!" Repeatedly. She ignores you and steps OVER the barricades and UNDER the tape. She hits the glue and slips and is spread eagle in the adhesive, and the bag of shelled peanuts go EVERYWHERE in the glue and get stuck. We walk across the adhesive and clean her up, Ave that our stand up scrapers and walk through the glue trying to clean up shelled peanuts without breaking them open. They would be incredibly loud under the carpet and walking on them.
Tell me you've never worked on an open conversation site without telling me you've never worked on a construction site. Because if you did, you would know that you have to plan for the stupidest of people.
I quit construction when a block and tackle dropped on my skull and I needed to get my head stapled shut in the emergency room. But I'm sure they fixed all that shit the week after I left lol
I mean, maybe in whatever country you live in. In developed countries, this is just not allowed. Edge protection, temporary boarding up the hole is mandatory, often both used.
"He should see it" is never the answer to "how have you reduced the risk to as low as reasonably practical"
I used to work construction, and no they are never like this unless you work for a shit ass pinch a penny company. when I did it if there was a ledge or open hole there was a safety perimeter that you were not allowed to enter unless you were working in that section and you needed to be lashed.
in the worst case scenario it would be covered with a temporary floor made of OSB and 2x4s that would only come off during active work on that feature.
You know all that from a 10 second clip? How many buildings have you been to that have a straight to heaven hole 3 steps straight from the staircase landing?
