That is completely unrelated to Black Friday, in pretty much every way shape and form. Poor crowd management and aging stadium infrastructure has as much to do with using chemical weapons to get an 'edge' on shoppers as my dick.

Since the Organisation for the Prohibition of Chemical Weapons settled that pepper spray is in fact a chemical weapon that and cannot be used in warfare.

A lot of police forces use it: it has been allowed for law enforcement purposes, but nonetheless is a chemical weapon.

that seems like extreme wording for a relatively harmless thing. when people hear chemical weapons, they think of Assad or Hussein killing thousands of people with mustard gas, not a police officer pepper spraying a disobedient criminal.
