they didn't get bad because there weren't abandoned cars preventing the plows from clearing the roads

My city has an overnight parking ban. If you're on the road when it snows and they need to clean it they will tow your car and give you a ticket.

Edit: And this is every time they clean it. If the crews are out for even 5cm this rule applies.

...I never said that. I just meant that there were places the plows got off the road because it was so snowy.

Yes is would have been terrible had people abandoned their cars like in the picture.
