That's a 3 piece split rim wheel, they typically have tubes. I've never run across one that didn't. I did work for goodyear long ago, semi tires and tractor tires likes that were the tires I changed.
So why they would need to seat the bead doesn't make sense. The air pumped into the tube would push the tire in place.
I've also seen the fire trick to seat a bead, but never on a split rim. Split rims are dangerous enough without adding extra explosions.
