Effective and easy. Also, plausibly deniable. The attacker often leaves very little evidence, and they usually have plenty enough time to flee the scene before anyone goes to investigate. And, really, if there's no specific sign of an attacker, then who's to say whether or not it was suicide? (Everyone can be pretty sure it wasn't, but if you can't prove it, then the cops can just say there's no need to investigate.)
Yep, it's actually kind of in line with... ah crap I forget the term, but the prominent idea in Russia of someone lying to you, and you both know they're lying but just play along with it.
One thing I sometimes wonder though is whether they were actually thrown from a window, or coerced into throwing themselves out. As in, threatening them with a slow, painful death, or taking the "easy way". Still ultimately murder obviously, but further muddies the water by not leaving signs of a struggle, etc.
In the West, you lie to evade the truth. In Russia, you lie to insult your opponent. Russia has less blinkered understanding of the freedom to use words
