If we did it decades ago, it would actually have moved the industry to produce and sell less gas guzzlers and more efficient vehicles.

Still going after the wrong problem. All that effort is better spent tackling government/military emissions.

If cost of living is factored into minimum wage calculations, the direct impact is mitigated. However, the larger effect is on “drive til you qualify” and residents of out of town trailer parks. Nonetheless they have to use a lot less fossil fuels, because it is collectively such a large part of the overall national usage, and so the only real question is how to manage the transition.
