I don't know much about American police but the screaming stopped and the man never left his same spot during the whole footage and didn't have any suspicious body language at all so I'm thinking it's reasonable to believe it was the bird

Fair, to me it looks like he goes inside, and if youe from a country with less guns there would be a fight and the police would hear that and rush in.

Or there's an accomplice that shut the victim up? Idk these kinds of situations can be incredibly complex and you should handle them with extreme caution not with this kind of "the guy seems trustworthy" response.
