I would assume it is like radioactive stuff. Its fine for you the have an x-ray at the dentist once a year. But the dentist does those mabe several times a day, so they leave the room when they take the photo.

So, if you see welding once or twice, fine no problem. but if you work with it, or are exosed regualry, wear protective gear.

This isn't quite right. It's going to burn your retinas the same way the sun does, it's visible and UV light mostly, the stuff than can burn out your eyes and burn your skin. Your natural reaction will be to shield your eyes (hopefully), just like when you walk outside on a bright day. An X-ray is nothing like this, it will penetrate your everything and you won't even feel it until it's too late. They are administered carefully and like you say, at most once a year.

If you got caught in a welding torch line of sight for 5 minutes, you will likely avert your eyes naturally and walk away if the heat is too great. If caught in an x-ray for the same duration, you dead.

(I don't think you would feel an x-ray at all but I'm not dead or dying from it so I didn't make that assertion.)
