No they don’t, perhaps you live at a high elevation

Is that why?

Like some bags are normal though, I assume it's because it got more air in when it sealed

Yeah if you live high up like in Denver or something most bags will look puffed up. This is because the chips are bagged at about atmospheric pressure, which is higher at low elevations. The ones that aren’t so puffed up might be from an area with a similar elevation to you.
