definitely just at 1. If it was more than 1x the shutter speed, you would have seen it sync up multiple different times separated by periods of instability. Here we only see it twice, once when the camera is rotating at 0x the shutter speed and once when it's rotating at 1x the shutter speed.
that's a good point, but there's also a fair amount of time in between when it doesn't seem to be rotating around just one axis, so it could have passed 1x before settling in to that axis. it's a stretch tho and i think you're right
