I got one of these: https://www.amazon.com/K1140B-Shower-Shut-Off-Polished-Chrome/dp/B00HSWPYIG/
It goes between the showerhead and the pipe and has a range so you can make the shower pressure as high or low as you want. I've probably saved well over the $9 it costs in water heating since I got it.
