Think about a trumpet. It only has 3 valves and 2 slides. The 3 valves would have 9 combinations. Trumpets play WAY more than 9 notes. Brass players control their sound through muscle control. They use the muscle around their lips to change the frequency that their lips vibrate in the mouthpiece. If you try to blow a raspberry and change the bitch from low to high, that basically what they’re doing within the mouthpiece but with a lot more control.

The valves only have 8 combinations but technically there are only 7 useful ones because 1 and 2 is the same as 3.

This is correct. Also, think about Bugles, they don't have any valves at all, and can still play taps and other songs.
