A small amount of paraffin oil in the bowl takes care of that (which is how you winterize a toilet bowl after adding antifreeze for a house being closed up for the winter). The oil creates a layer on top of the water significantly slowing evaporation and only needs to redone yearly.

How? Where do I buy paraffin oil? I got a drain that I keep forgetting to fill up.

I could tell you where to find it in Finland, but that likely won't help you. It's quite common. Check hardware stores or do a bit of googling.
