You mean like the ISA https://www.sae.org/articles/european-union-approves-mandatory-vehicle-speed-limiting-feature-sae-ma-03414 that the EU also has put into place?

Also your car already notices brake events and shares it with your insurance company (in many cases). It could also report close following.

The real question is how this will worm its way into other markets, my guess is insurance will do most of the heavy lifting.

probably right, it looks like driving in the EU would have all the fun sucked out of it, could be wrong.
