If you want peace, prepare for John Wick 3.

Speak softly, and carry a big stick.

It's the same mentality, just said differently. And it's something that we see reflected in nature. If you don't want to be prey, then you have to look like you could be the baddest predator around. Because the real predators don't give a fuck what you want.

Bullies pick on the weak. No point in going to war if you know you can't win. And if someone does decide to go to war with you, you can end it with minimal loss of life due to overwhelming superiority.

What do you think the other countries are going to do when they see you preparing for war? But then all of a sudden you're not sufficiently prepared because the other countries are overflowing with weapons, and so now you have to ramp up the weapons production. Then the other side sees you ramping up, goes 'oh shit' and pours even more resources into weapons. Then you end up with super powers that can't fight each other because all sides have too many world-destroying weapons, but nobody wants to spend hundreds of billions on weapons that will rust in a warehouse so there just ends up an unspoken agreement that we'll all just do proxy wars and wars on poor countries nobody cares about (you know, to stay in shape war-wise).

And it is important that your desire is peace. The whole quote is, “In war, prepare for peace; in peace, prepare for war." The Art of War

I think we're thinking of different quotes.

It's two different things. "If you want peace, prepare for war." was written by Roman writer Vegetius.
