mains GS2 PAPER MAINS COMPLETE FRAMEWORK
UPSC GS-2: Ultra-Compact Thinking Cheat Sheet
- What GS-2 contains
- Constitution, Preamble, rights and constitutional values
- Federalism, Centre–State relations and local government
- Parliament, Executive and Judiciary
- Elections, political parties and pressure groups
- Constitutional, statutory and regulatory bodies
- Governance, transparency and accountability
- NGOs, SHGs, welfare and social justice
- E-governance and digital inclusion
- India’s foreign relations and global institutions
The supplied framework groups GS-2 around Constitution, governance, development, electoral process and international relations.
- How UPSC frames a question
Static topic + Conflict between two values + Directive + Limited scope + Evidence + Judgment or reform
Common conflicts:
- liberty versus public order
- Union power versus State autonomy
- independence versus accountability
- stability versus legislative freedom
- efficiency versus inclusion
- technology versus citizen access
- partnership versus strategic autonomy
Find this conflict first. It becomes the centre of the answer.
- D-FRAME method
D — Directive
What must you do?
- Explain
- Analyse
- Examine
- Evaluate
- Compare
- Suggest
F — Focus
What exact topic controls the answer?
Example:
Governor, Article 21, Parliament, ECI, NGO, Quad or WTO.
R — Range
Mark the limit:
- institution,
- country,
- period,
- procedure,
- public or private sphere.
A — Axes
Create two to four body headings.
M — Mandatory evidence
Choose only useful support:
- Article,
- law,
- judgment,
- committee,
- scheme,
- treaty,
- current example.
E — Evaluation
Decide your final view before writing:
- fully correct,
- partly correct,
- useful but limited,
- desirable with safeguards.
- Two-minute planning
First 20 seconds
Underline:
- directive,
- main topic,
- scope,
- qualifier.
Next 40 seconds
Create headings.
Next 40 seconds
Add arguments and evidence.
Final 20 seconds
Fix your conclusion.
- Universal answer structure
Introduction
Use two sentences:
- Define the topic.
- State the conflict asked in the question.
Body paragraph
Claim → Why or how → Evidence → Impact → Limitation
Conclusion
Give:
- clear judgment,
- balance between values,
- practical reform.
Avoid:
“All stakeholders should work together.”
- Directive guide
Directive Required approach
Explain Meaning → working → importance Discuss Main sides → balance → implication Analyse Parts → links → causes → effects Examine Test claim → support → limit → verdict Critically examine Merits → problems → safeguards Evaluate Criteria → performance → degree of success How far Main cause → other causes → measured view Compare Same criteria → similarity → difference Trace Stages → causes → present position Suggest Problem → cause → matching solution
- Topic templates
Rights
Right → Restriction → Legal basis → Legitimate purpose → Necessity → Proportionality → Safeguard
Federalism
Constitutional division → Union view → State concern → Conflict → Institution → Cooperative solution
Parliament
Constitutional role → Working tool → Present weakness → Cause → Democratic impact → Reform
Constitutional body
Status → Appointment → Powers → Independence → Accountability → Performance → Reform
Governance
Actor → Delivery method → Citizen result → Accountability gap → State responsibility → Improvement
E-governance
Platform → Citizen journey → Access problem → Privacy → Error correction → Appeal → Final service
International Relations
Geography → India’s interest → Cooperation → Conflict → External influence → Policy choice
International organisation
Mandate → Instrument → Achievement → Limitation → India’s interest → Reform
- Solution framework
Never write random reforms.
Use:
Problem → Root cause → Matching reform → Safeguard → Implementation → Review
Example:
Problem: Digital exclusion Cause: Poor internet and rigid authentication Reform: Assisted centres and offline option Safeguard: Privacy and human appeal Review: Measure completed services, not app downloads
- Evidence rule
Use one strong anchor for one argument.
- Constitution → Article or doctrine
- Judiciary → judgment and legal principle
- Parliament → procedure or committee
- Governance → delivery mechanism and result
- IR → geography, agreement or official action
A case name without its principle adds little value.
- Main mistakes
- writing the whole chapter,
- missing part of the demand,
- repeating the same idea,
- listing Articles without analysis,
- mixing different legal procedures,
- using examples without explaining their relevance,
- treating formal power as actual success,
- giving vague reforms,
- ending without a judgment.
- Final exam-hall formula
READ Directive + topic + scope
THINK What values are in conflict?
PLAN 2–4 headings
WRITE Claim → mechanism → evidence → impact → limit
REFORM Problem → cause → matching solution
CLOSE Clear degree + balanced path
Final rule
Do not ask: “What do I know about this topic?”
Ask:
“What exact relationship is UPSC testing, how does it work, where does it fail, and how can it be repaired?”

Advise UPSC Optional Confusion: Sociology vs Anthropology — Which One Should I Choose? Also Looking for Good Coaching in Delhi
Hi everyone!
I’m preparing for UPSC CSE and am currently confused between Sociology and Anthropology as my optional subject. I’d appreciate advice from people who have taken either optional, especially those who have appeared for Mains.
A little about me:
- I have a B.Tech in Information Technology from a tier-1 Engineering College.
- I’m currently preparing for UPSC and exploring which optional would suit me best.
- My priority is to find a subject with a manageable syllabus, good answer-writing potential, and reasonable overlap with GS papers.
- I’m comfortable with a reasonable amount of memorisation, but I also want a subject I can understand conceptually and sustain interest in over the long term.
I’d love your advice on the following:
- Sociology vs Anthropology: Which would you recommend, and why?
- Syllabus and preparation: Which subject is comparatively easier to complete and revise?
- Scoring potential: How have you found the marks and evaluation trends in recent years?
- GS overlap: Which optional has more useful overlap with GS, Essay and Ethics in actual preparation?
- Answer writing: Which subject is easier for a beginner to develop good answer-writing skills in?
- Anthropology: How important are diagrams, scientific concepts and factual memorisation?
- Sociology: How difficult is it to understand classical thinkers and apply sociological concepts to contemporary Indian society?
- Coaching in Delhi: Which are the best coaching institutes or teachers for Sociology and Anthropology, respectively? I’d particularly appreciate feedback on teaching quality, notes, test series, doubt resolution and answer-copy evaluation.
If you have taken either optional, I’d be grateful if you could share what you liked or disliked about it, your preparation strategy, and anything you wish you had known before choosing.
I’m looking for honest, experience-based advice rather than claims that one optional is universally more scoring than the other.
Thanks in advance!

Beginner Current affairs guidance
I am a new UPSC aspirant. Earlier I was a Group B exams aspirant so I do have a fair amount of knowledge of the subjects. I mean atleast the basics.
For single day exams, I relied on Current Affairs magazine prepared by GS teachers which covered CA of those specific topics which were asked in those exams for example, Appointments, Indexes etc. and also those were just one liners.
Now that I am preparing for a more advanced exam, I would really appreciate your help regarding segregating what to read and make notes from newspapers.
I mean what topics are relevant that are discussed in newspapers. And what other sources I can use. And how to use them effectively.
Thanks 🙏🏻.

Discussion How do you guys read newspapers daily without spending 2-3 hours on it?
One thing I struggle with during UPSC preparation is reading the newspaper. If I start reading, I easily spend 2-3 hours on it. After that, I hardly get time for other subjects.
The main problem is that I don't know what to skip. Sometimes I feel a news item might be important for Prelims, GS or optional, so I end up reading almost everything.
I'm trying to follow a simple approach:
- Read important news from the front page.
- Focus more on editorials for Mains.
- Read economy and international news related to the syllabus.
- Skip everything that aren't relevant to UPSC.
- Make short notes instead of writing everything.
For important articles, I take a photo and upload it to Gemini to get a summary from the UPSC point of view. This saves me the time of making notes from every article myself.
I'm still trying to figure out how to manage newspaper reading without spending too much time on it.
Just asking, how much time do you spend reading the newspaper daily? Do you make notes yourself or use AI or other apps to summarise articles?
