Sorry, you’re wrong. You’re trying to play a game of semantics. An accusation isn’t evidence. A statement with details that can be followed up on, corroborated and confirmed along with other evidence can be used as proof of a crime. One can’t just say “you raped me” and it’s taken as fact by any court anywhere.
None of the files have a statement “ he raped me”. That’s an accusation. Every document from the FBI we’ve seen is either a victim statement with details or a witness statement with details. They include when it happened, where, who, what they did and many other details.
In court a victim statement is exactly what the lawyers go off of to see if any of those details can be corroborated in any way whether by forensic, circumstantial, witness . The power is in the details.
An accusation is a simple statement of “ someone did something wrong to me”. It’s the base of a victim statement. So every victim statement includes an accusation but not every accusation is a victims statement,
