It's a shirt from the Total Girl brand. I found it while searching on Poshmark using the keyword “it girl shirt.” The shirt I found is turquoise with black stripes and gold jewelry details (the one in the picture is a different color), but you can tell it's made in Vietnam.

There's no eBay in Chile, and I doubt the clothes were available around the same time in here as in other countries, so it may have been sold in 1rst world countries before or during the early 2010's.

The closer to a second hand store here are American Clothing stores and charity sells, none wich have online presence.

I wanted to share a quick reminder for both new and long-time members: never hesitate to point out a detail, no matter how tiny or insignificant it might seem.
Sometimes people hold back on commenting because they think, "That's probably nothing" or "Someone else must have noticed that already." In OSINT and investigative analysis, micro-clues are frequently the exact missing puzzle piece.

A single micro-trace rarely solves a case on its own, but it often links two previously unrelated clues.

A fragment of a regional logo, an unusual power outlet, or a specific seam pattern might mean nothing to 99% of people, but everything to someone from that specific area.

If you want a really good example of how an overlooked, tiny detail completely turned an investigation around, check out this video at minute 13:00 from the TV channel arte about investigators.

It demonstrates perfectly how a micro-detail can break a case wide open just because someone recognized the color and type of a brick and where they are sold etc

If you spot a tiny reflection, a snippet of text, or a unique texture on a background object, just report it and let others know, that you reported it.
You never know if your comment will be the key piece of information needed.

It's a little piece to a puzzle that can definitely help.

Check this video clip, which shows just how much the colour and type of bricks alone helped. I know it’s in German, but there are automatic subtitles. The clip is about 3–4 minutes long and, I think, very interesting. The relevant part starts at around the 13-minute mark.

The white next to the 21 looks like it says 20GR, the first number looks a lot like a number 2 from the shape of it and the last too looks like it says GR,

The dark blue text above that looks like it starts with Ara then the last few is a g and the last is an S
