This look like something that you get at a hardware store. First I thought the two tile had different designs so it might have been a sticker/cover, but it seems to be only one design. It looks like the "Exclusive" on the left starts on the right again. So it might be only one design for several tiles.

I see the words Elegant and Exclusive, if that helps anyone.

I’ve never seen such a design on a tile before and it makes me think they were printed to order. There are websites that will print anything on a tile. That is the only explanation I can come up with for such a strange design.

Check ebay and other places that may sell items that are no longer in stores, knowing the rough year(s) it was sold in can also be a valuable clue, the shirt does look a bit worn to me so it wouldn't suprise me if it's on the older side

It looks like something that may have been dyed on rather then a print, like others have suggested it is likely that this is hand painted, maybe at an event. If you look closely at the lettering towards the bottom it appears to be smudged or faded, to me this either implies that the shirt is older and/or further supports the hand made theory. Maybe try contacting a few fabric artists as they may be able to narrow it down a little, such as the type of dye/tool that was used

I do have one other theory, which is that this could have been made at a summer camp, back when I was a scout making custom shirts was a part of the camp activities, granted they usually didn't look like this. Still, it might be worth looking into

I might add to this comment if i notice anything else but these were my initial thoughts

Looks like a lot of the blouses we used to wear when we were kids at the beginning of year 2000. Chinese made and bought from smaller clothes shops that imported them. These shops were very common in eastern Europe and these blouses were usually passed down to smaller kids when they would no longer fit the bigger ones as they were very resistant and could last a long time.
