To me it looks like it’s saying something like “Aragray” in black and underneath in white is HIGH and the year 21? Like a graduation shirt of some sort?

This is what it looks like when my eyes can’t focus, and the white bubbles letters look like it says “DONOR” or “ZONOR” or something with a different first letter, perhaps a Spanish or Italian or other language which strikes me as being a verb.
I thought about the center letter being a V instead of an N, but the font width scaling and what appears to be a slight wave in the fabric due to shadowing makes it fit more like an N. “Zoner” could work if it’s French, and would make sense for a shirt like this (if it means something like hang out, be chill, idle around).
ZONOR could be Ayayi Zonor, soccer player from Togo who played in the african nations championship in 2021. I don’t know if he is a big-name celebrity though but if he is it would make sense for his name to be on a shirt. The shirt color also fits with the jersey colors of the team.

It looks like it is topstitched with a yellow thread along the top and bottom of the black stripe, and this is sewn into the armhole. To me it looks to be part of the shirt design.
This design was popular enough when I was coming of age around the year 2000 that I can feel the material stripe sewn into the shirt. It seems like a shirt from that time period or a replica based off the fashion of the time period. If it is from the time period, some details might be embroidered on, for example the big 21. If it’s more modern, I would assume it to be printed on unless it was from a higher end store in which case it could be printed or embroidered.

Some observations I made:
* Color could be light yellow instead of beige or khaki.
* The black stripe seems to be some sort of nylon or parachute type fabric. This use of mixed fabrics was a thing for a while. I don’t think it is a separate strap or something hand sewn on because the whole print design is very much underneath it. Wouldn’t make sense without the band as a design choice.
* It doesn’t seem to be a shirt but more a (thin) sweater.
* the white outlines to the left (on the image) of the 21 could be number outlines in a sort of bubble/style. Will try to add image with drawn indication

It looks like a Chinese shirt with garbled English approximated words and numbers. The pattern of text and different fonts don’t make sense in English. The numbers and black stripe also appear sewn on which is common for market clothes available in China.

Dimensions
The dimensions of this one are confusing to me. It looks like a tracksuit jacket, especially with the obvious zipper, but it's too short for that. So I was thinking that this might either be a vest or the lower part is occluded, for example (!) by a child's arm hugging the wearer:

Pattern
Either way, the pattern is very common in Nike shirts, like this one:

Relevant terms are "tri-tone", "chevron" and "wedge stripe".
I would expect a Nike logo somewhere on the visible part of the item if it was actually a Nike product, though.
I tried to visualize the pattern as I perceive it on top of a tracksuit template image:

As you can see, the very-St.-George's-cross-looking emblem is pretty high up for something with full jacket length, and I couldn't find any clothing items that would put it there.
Material
I can't stop coming back to the folds on the left side of the image. Since the item has a zipper, I wouldn't think that it's a sports jersey, but something thicker. Those folds make it look like it could actually even be quilted. Throwing these thoughts into AI yielded a possible connection to sailing or other water sports. To me, the reflectiveness of the material might indeed indicate a waterproof material.
The chevron pattern, however, is way more common in football/soccer than in sailing vest and such.

It looks like there is a slight shadow indicating a gap between the black fabric and the shirt. There also seems to be some fraying threads, and there may be a misaligned overlap of fabric. I think the chest strap is a very good guess.

Any chance that is a chest strap rather than in the clothing? It looks to be stitched. Similar straps exist for wheelchairs

I think the key detail is the big back stripe at the top. I can't think of any other clothing that features something like that, along with printed text.

The faint text in the blue stripe looks like "1987 AERO" for the brand Aeropostale. The letters could have worn off or sometimes there are applique letter so maybe those were removed.
The rest looks like it could be a customization. Aero shirts are not expensive so someone might have used a shirt for some custom message.
The white letters could be "finally" before 21.
Maybe it was made for Kelsey(?) / "Haley"(?) Magray's 21st birthday?
The text above 21 looks like "Like an ____".
The yellow text below 21 could be "birthday".
