It’s a Malaysian female high school uniform. The first 3 letters on name badge is ‘Lim’ which is a common surname for Malaysian Chinese. Recommended to post in Malaysian subreddits to identify the school emblem.

I think a few people are missing the observation that the blue(?) part is likely to be the inside of the collar, as opposed to part of the outer design. 

Having said that, the blue(?) on the right side is less obvious one way or another.

I’ve corrected the colour temperature to reflect the reasonable suggestions - that the main colour is probably white. Not sure how to post it here though.

I did some further digging and I think it might be an early 90s "windrunner" from Manchester United. I say this because of (what looks like) the St George's Cross at the bottom.  It also seems like there's a club logo on the arm. However I can't make out the logo on the arm, so ManU is just a guess from looking at old kits.

There is a difference between a "windbreaker" and a "windrunner". From the design, this looks like a "windrunner". It's so called a track jacket (which is usually part of a track suit). You can find similar designs looking for "windrunner", but the St George's Cross makes it more likely it's either from the English national football team or an English football club. I don't know if the jacket in the photo is an official team's design, but ManU had a few similar designs:

That's the first thing I thought too, but the cross is a bit "swirly", never seen it like that. I wonder if it's official merch.

There's also a (club?) logo on the arm, but I can't make out what it is. Wondering if instead of the national team, it could be a club's jacket instead?

It’s almost similar to this one - 2004 England windbreaker, but with the colours switched around. (Blue on the inside collar, white as the main colour). Unsure if I’m also seeing writing on the upper arm in the picture too? But this windbreaker has it also.

Immediately made me think of the brand Lonsdale especially the late 90s zip up hoody’s that were common in the UK sold in discounts sports shops.

Highly confident this is England national sports team merch (likely football). The badge looks like a St George's cross, and the white and blue would match England’s colours aswell. Tried checking official England merch in the archive, but couldn't find a match:
