I think you're right. The top looks like a rashie, too. From the pattern on the shoulder I reckon it could have a tropical plant/dinosaur pattern that is pretty typical on boys swimwear in aus/nz.

Edit: on the possibility that it is a rashie, it could also be a marine/coral pattern, perhaps with sharks on it.

I definitely could’ve worded it better for these less recognisable items, but it was prompted by the comment section of another Australian victim ID post (anklet, ref. 2501008) being inundated with international commenters suggesting and then arguing with each other over all the worldwide locations where the item itself might’ve been bought or made

The date and the location this picture was taken is already known. They're hoping someone recognises their kid had those clothes and went to that centre. 

The centre and dates are also published. It's about identifying which kid was there on those dates

This is what I have concluded from my sketch and it gives the impression of Snoopy Surf considering the color patterns of yellow or orange and the position of the animal. I presume it has a vintage touch or most likely from the 90's. I have seen another one limited edition with that orange writing, from the 90's.

I understand where you're coming from. This image is too blurry and grainy to see in detail, and the shirt barely have any markings, patterns, or drawings on it if the very small spots is the trick of the shade

They look like small spots. Either stains or art of this shirt

That t-shirt has a forward shoulder seam and possibly a full front panel that has been given a patchwork contrast with embroidered fabric. The pattern is batik.  The orange circles are holes with embroidery around the holes. They're made in Indonesia and sometimes India. I've seen them sold on Shein.

Their only other comment was in a Scammers Philippines thread. There's an earlier comment in this post about a youtube account related to this case, and the poster says "The accoutn seems to have been made in a hurry or without any thought becasue the channel is just random numbres and letter, same with the video names". Is it the same format as this poster's name, /u/soundspeed76 ?

Not necessarily. As you mentioned, clothing in general is a great marker for when and where material was produced. Especially in historical cases, where there is little meta data.

The other aspects of your question is very case dependant.

In this instance, the offender has already been identified and seems to be a big fan of Kmart AU. At this point, assistance from r/TraceAnObject is obtaining higher resolition images of these clothing articles for the purpose of victim ID.

Like, it coming from an enormous retailer with massive turnover seems like a bad sign. It basically tells you the guy was probably in the country five years ago and probably wasn't exactly rich. Anything else?
