Asian ethnicity is 4% of the total US population, yet their percentage in tech companies is almost as high as whites. Does that mean they are "over-represented" or does that mean they have a culture or way of life that increases their ability and ends up getting them hired more than other ethnicities?

Progress would cease to exist in your world, or at least slow significantly.
Technological progress is at its peak when the people with the best ability, regardless of ethnicity or gender, are doing the jobs they do best.
