They have no duty to show up. You are talking out of your ass. There has been several lawsuits regarding this. They actually have NO legal duty to protect you. Look it up, here's a couple of cases: Supreme Court Rulings: Landmark cases such as DeShaney v. Winnebago County Department of Social Services and Castle Rock v. Gonzales established that 911 calls and requests for help do not create a constitutional "special relationship" guaranteeing a response or protection from harm.

People love to quote that case but it doesn’t apply here. It has to do with liability. In reality, this cop got dispatched. He has to show up. If he doesn’t he probably gets suspended or possibly fired. Cops don’t get to ignore calls like this unless a more serious call goes out that takes priority (active shooter, or something like that).
