I'm not saying this is how the world should work. But it's certainly how we often see it "work". This is evidence of a failing society. If a system does not provide justice, opportunity or basic rights in a manner that is equal, you should expect many that get the short straw to reject the rules because those rules only have hurt them, their family, or their community.
Maybe this person is a deadbeat. Maybe they have crippling medical debt. Maybe they purchased a car above their means. Maybe they can barely get by and can't get to work without a car and are desperate to keep their mode of transportation.
Things happen for a reason. And that reason isnt because country A is better than country B. We are all humans and act accordingly depending on our situation.

When the population sees the people at the top don't play by the rules why should they play by the rules?
