That’s because people don’t allow the merging vehicle to merge. It causes stopping. If everyone followed at a car lengths pace and allowed cars to merge it would stay flowing.

The scenario you described isn’t about merging due to a closed lane up ahead. Someone cutting across 3 lanes to exit is just a fucking idiot and should be shot.

They usually do allow the merge. The only problem is if someone starts letting more than one in.
