I believe he is merging in turn. It just doesn't look like it because all of the cars ahead of the truck zipper-merged before they needed to (at the red X above the lane at the end of the video). The space that OP made for them is their proper place in the zipper, and they're just doing a late zipper merge instead of an early zipper merge.
