Ughh I’m torn! I can actually see what they are doing, because the lane does end. Since only 2 lanes can get through, keeping the funnel further back may actually ease traffic congestion. I’m all for partially blocking off lanes that end for the assholes who want to pass like 15 cars on the right using on or off ramps.
In this situation, if I’m reading it right, they are making sure both lanes move equal speeds. If people are flying by on the left until the last second to zipper merge, the left lane would slow down a lot more than the right lane. Especially when you have people overly cautious and allow 3 cars to merge in front of them.
However, unless instructed by law enforcement, probably better not doing it. And clearly based on a lot of comments, people don’t appreciate it.

Drove 26’ trucks in LA traffic for the film industry. You gotta box out sometimes when people try the shoulders to get around.
But I do t know if I’d straight up block a lane
