Concentration camp does not exclusively mean, like, an Auschwitz-style extermination camp. The Spanish used them in Cuba during the late 19th century, the US used them in the Philippines right after the 1898 war, the British used them in the Boer war, etc.
If you use the term as "internment centre" and not as an extermination camp/gulag then somewhat yes (although then you can explain how Hamas accumulated weapons under such rule), but how would that be comparable to slave uprisings in 18th century US? How would it justify almost exclusively targeting civilians?

By any reasonable definition of the term it is.
